BTC Backs Kunigal Shift With Amendments

The Bangalore Turf Club’s Special General Body Meeting on Friday produced the outcome many had hoped for, but not quite in the manner the Karnataka Government may have expected. While the members overwhelmingly endorsed the decision to relocate the race course to Kunigal, they did so only after amending most of the Government’s key conditions, effectively converting what was meant to be an acceptance into a counter-proposal.

The most significant amendment relates to the timeline for shifting the race course. The Government had stipulated that the relocation should be completed within two years. The General Body, however, resolved that the Club should be given three years, with the countdown commencing only from the date the Government physically hands over possession of the land.

Members also amended the Government’s conditions on several other contentious issues. They maintained that the demand for arrears of lease rent should be withdrawn, arguing that the Supreme Court’s order directing maintenance of the status quo implied that the lease rent too remained frozen during the pendency of the litigation. Whether the status quo order covers only possession of the land or extends to the lease terms is a question that may ultimately require judicial interpretation. For now, the Government has raised a substantial claim towards alleged arrears of rent.

 
   



The General Body further resolved that the four acres proposed to be retained at the existing race course for the Club’s activities should be leased for the same duration as the lease at Kunigal. Members also sought a revision of the lease rental formula, proposing that it be fixed at 0.5 per cent of the market value instead of 2.5 per cent based on the Government’s guidance value.

The resolutions may have been passed, but the real battle begins now. The Government must decide whether it is willing to accommodate the Club’s amendments or insist on its original terms. That decision will determine whether the relocation process moves forward or slips into another phase of uncertainty.

Equally important is the suspension of the Club’s off-course betting licence, the principal source of its revenue. Without its restoration, the Club’s finances will remain under severe strain, making the task of funding a new race course at Kunigal even more challenging.

Chief Minister D. K. Shivakumar is expected to attend Sunday’s Bangalore Derby and present the trophy. His presence will naturally fuel speculation about whether there could be a breakthrough. However, those familiar with his style of governance regard him as a leader who expects decisions to be implemented substantially on the Government’s terms rather than renegotiated after the event. Whether the amendments approved by the General Body leave room for a negotiated settlement will become clear only after the Government formally responds.

A positive note came from industrialist Zavaray S. Poonawalla, who attended the meeting and assured members of his full support in developing the new race course at Kunigal. His commitment provides encouragement at a time when the Club faces one of the biggest transitions in its history.

There had been genuine apprehension before the meeting that the resolutions themselves might not secure the required majority. Those fears proved unfounded. The members backed the shift to Kunigal, but they also made it clear that they wanted better terms than those originally offered by the Government.

Friday’s meeting may well be remembered as the day the Bangalore Turf Club accepted the inevitability of relocation. Whether it also marks the beginning of a new chapter for racing in Karnataka now depends entirely on the Government’s response. Even if an agreement is reached, the Club will still have to overcome the enormous challenge of financing and constructing a world-class racing facility at Kunigal.
